Many of the programs we've talked about here have been implemented on a local level, like providing health care, food, and foodstuffs.

There are others that offer scholarships or help with school or a home improvement project. The problem, however, is the lack of funding, so if we want these programs to work, the local community is going to have to do their own work and take care of it too.

For food for example, Mannheim has a small supermarket, but I don't think they can help many of the poor villagers in North Dakota (who might be willing to pay double or triple the price). So, what can we do to help the local community cope with the loss of food and resources ?
